The Center for Asia Pacific Strategy is founded on the belief that in today’s global political landscape there is a genuine need for highly qualified and experience-based political insight that specializes in the Asia Pacific region. We provide leaders within governments, military and defense-related agencies, and businesses with current information and pragmatic policy recommendations that address present and future threats to security and stability across the Asia Pacific region.
An important component of our mission is to bring awareness to leaders and the general public about real-world defense and security issues pertaining to Asia Pacific nations. It is my belief that collective knowledge and situational awareness can play a prominent role in mitigating these security challenges. With dedicated cooperation at the global scale, holistic knowledge has the potential to impact international decisions and future actions in the Asia Pacific region.
As the founder and president of CAPS, my mission is to steer our group of internationally renowned experts and advisors to the front line of significant security and defense-related developments in the Asia Pacific region with the goal of being the leading source of cutting-edge analysis and assessment. While forward-thinking, our vision for a cooperative and constructive future is inherently connected to a deep and nuanced respect for social, political and historical circumstances of each nation in the Asia Pacific region, regardless of political, military or economic status.
The profound lessons I learned from my earlier service to the Korean Government and the United Nations Command are inexorably intertwined with the deep and permanent impact of the Korean War, not only on Korea but also on the allied and coalition powers that heeded the call for aid and support. This alliance exists even to this day, which is a lasting testament to the importance of global coalition and alliance in the fight for freedom and democracy.
While countries in the Asia Pacific region are commanding an increasingly stronger global presence, many of its nations face growing pains within their internal domestic and political systems. The need for the historical spirit of alliance and coalition and the strength of its support is as crucial now as it was in the past. This is the driving ethos of the Center for Asia Pacific Strategy – to support and promote the historic strength of alliance and coalition in the twenty-first century. My hope is that our collective effort will also evolve through generational changes in continual and increasing support of a strong and collaborative path to security for many years to come.

CAPS의 임무는 첫째, 아시아 태평양 지역의 국민들에게 자국 관련 안보 쟁점들에 대한 균형 잡힌 앎의 기회 제공. 둘째, 국가경영의 최전선에 있는 관계자들 및 당국이 활용할 수 있는 실용적.전략적 정책 제안이며 이로서 저희 센터의 신념을 실천합니다. CAPS의 신념은 첫째, 도전적 안보 현실에 대처할 수 있는 전략은 현안에 대한 전방위적(全方位的)이고 통합적인 지식과 분석으로 여과된 정보에서 도출 된다. 둘째, 국가 방위와 안전 보장은 쟁점들에 대한 국민의 명백한 이해와 더불어 국회, 군, 정부 및 기업들의 총체적 고민에서 시작된다. 셋째, 국제 규범을 준수하는 국가 간 협력을 통한 포괄적 지식과 청사진이 win-win 정책 수립에 결정적 역할을 한다는 것입니다.
아시아태평양 내의 국가들은 국제 정책 수립과 실행에 있어 국내적 성장통(成長痛)과 국제 관계의 딜레마를 동시에 겪으며 고군분투를 합니다. 따라서 공공선 (公共善)의 가치를 공유하는 국가 간 협력의 필요성은 갈수록 부각될 것 입니다. 건설적 동맹과 다국적 협력 관계가 진정한 평화와 자유 민주주의 수호를 위한 국가 자산이라는 것은 한반도의 지난 70여년 역사와 현재 안보 상황에서도 증명되고 있습니다.
전 세계에 계신 치열한 실무 경험과 지혜를 겸비한 전문가님들, 원로 자문위원님들 그리고 미래를 이끌어 갈 청년 자문위원님들의 혜안을 모으는 것. 이로써 아태지역의 안보 문제 및 잠재적 위협에 대한 균형 잡힌 분석과 건설적 정책 제안이 가능하도록 발로 뛰는 것이 저의 사명 입니다. 본 아시아태평양전략센터(CAPS)의 과업을 각국의 후배 세대들이 당 시대에 맞는 방향으로 이끌어 항상 거듭 태어나는 기관이 되기를 기원하며 현재에 매진하겠습니다.

今日の世界の政治情勢には、アジアパシフィック地域に特化した高度な資格と経験から来る政治的洞察力に、真の必要性があるという確信から,アジアーパシフィック戦略センターを創設する運びとなりました。アジアパシフィック地域全体の安全と安定を脅かす、現在と将来の脅威に取り組むための最新の情報と実用的な政策提言を、政府、軍、防衛関連の機関及び産業のリーダー達にご提供致します。
我々の重要な任務の要素は、リーダー達や一般の方々に、アジアパシフィック各国に関わる、現実的な防御及び安全保障上の問題への認識をもたらすことです。
集合知と状況認識は、これら安全保障の課題を乗り切るにあたり、とりわけ高い役割を果たすと私は確信しております。世界的規模での専門的連携をもってすれば、統合的知識にはアジアパシフィック地域での国際的な決断や、将来の活動への影響を及ぼせる可能性があります。

私のこれまでの韓国政府及び国連軍への勤務から学んだ重大な教訓は、朝鮮戦争は韓国だけでなく、援助と支援を使命とした同盟軍、連携軍力にまで深くそして永久的に影響を及ぼしているということです。この同盟は今日にも存在しています。そしてその存在は、自由と民主主義を得るための戦いでの、世界的連立と同盟の重要性の絶え無き証なのです。
アジアがさらなる世界的存在を高めている一方で、その中の多くの国が、自国内の国内体制や政治体制が成長する際の特有の痛みに直面しています。過去でもそうであったように、同盟と連携の精神およびその精神を支える強さの必要性は、今極めて重要となっています。そしてその同盟の精神こそがアジアパシフィック戦略センターの活動動力なのです。－この21世紀に、同盟と連携の強さをこれからも支援し推進することを、我々は目指しているのです。我々の総力が世代交代を通して進化し、安全を保障する為の強く協力的な道を,今後長期にわたり絶えることなく繋げていくことが出来ることを、私は望んで止みません。

The Center for Asia Pacific Strategy is a non-profit and non-partisan 501(c)(3) organization committed to supporting research and seminars for new and innovative approach to Asia Pacific strategy. CAPS was founded on the goal of advancing intellectual discourse that enlightens current and future leaders with insightful and innovative approaches to Asia Pacific policy.
We are ‘practitioners’ with a pragmatic and balanced approach to security issues in the Asia Pacific Region. We support and promote cutting edge discourse, both regionally and across the globe, to educate business, defense, and academic leaders on the unique geopolitical dynamics in the region. We pioneer new approaches to strengthening strategic coalitions that stand guard against threats to democratic values across the Asia Pacific region.
CAPS leverages its extensive military and diplomatic expertise to develop ‘actionable’ policy recommendations, customized for governments in the region. We promote in-depth analysis and assessments, drawing upon lessons learned from previous and current strategies. Assuming a position of neutrality and non-partisanship, we strive to enhance Asia Pacific regional security by strengthening the synergy and effectiveness of the strategic coalition of democratic nations through the development of intellectually sound and operationally feasible solutions to the most challenging security and policy issues across the region. CAPS invests in long term regional stability through the promotion of discourse that promotes our shared democratic values and develops innovative approaches to mitigating the threat of violence and instability throughout the Asia Pacific region.
